Here “ dukkhasaccañca” refers to hadayavatthu. Arūpāvacara plane no hadayavatthu, therefore, this plane is excluded, only Pañcavokāre is mentioned here.

To all beings at the paṭisandhi-moment, the truth of suffering is arising, but not the truth of cause of suffering is arising.

uppādakkhaṇe = at the moment of arising

At the arising moment of 81 citta dissociated from lobha. To those beings, only dukkhasacca is arising, but not samudayasacca is arising.

Definition of Ariya Sacca

Note:

Ariyasacca meas “Noble Truth”. It is divided into 4:
(1)Dukkha Ariyasacca – The Noble Truth of suffering,
(2)Dukkhasamudaya Ariyasacca – The Noble Truth of the cause of suffering,
(3)Dukkhanirodha Ariyasacca – The Noble Truth of the cessation of suffering,
(4)Dukkhanirodhagāminīpaṭipadā Ariyasacca – The Noble Truth of the way to the cessation of suffering.

Herein, the First Noble Truth is composed of all types of mundane states namely, 81 mundane citta, 51 associated cetasika except lobha and 28 matters.

The Second Noble Truth is composed of only lobha, as major cause.

The Third Noble Truth is composed of only Nibbāna, but the Fourth Noble Truth is composed of 8 factors of the Path. They are 8 mental states namely, Paññā, vitakka, 3 virati, vīriya, sati and ekaggatā which associate with Magga citta.

The below magga are not sacca:
1. Jaṇgha magga = knee, leg (walking).
2. Sakata magga = for bullock cart.
